NP&V acts as environmental planning consultants to Southampton Planning Board providing services involving subdivision review, site plan/special exception review, SEQR administration, EIS preparation scoping and review, and special projects environmental, planning and feasibility projects. NP&V acts as extension staff, preparing staff reports, coordinating with applicants, preparation of resolutions and decision documents and presentation to the Planning Board.

Prepared needs analysis of fire district facilities using detailed planning study techniques. Project involved demographic data, growth projections, land use and build-out analysis, GIS spatial mapping of fire district calls, facility evaluation, and detailed recommendations for facilities planning. Project included public presentations using PowerPoint presentation for community input and involvement.

Special consultant to Town Board regarding pro-active Town planning for parcel specific revitalization projects to advance elements of the Comprehensive Plan. Projects have included commercial/industrial PDDs, housing opportunities, mixed use development and golf course perpetuation.

Prepared stormwater discharge inventory using GPS location, watershed pollutant analysis, land use and GIS mapping, and recommendations for stormwater management and surface water protection in Great South Bay, West Meadow Creek and Mt. Sinai Harbor.

Preliminary planning toward a full planned development district ordinance to strengthen the economic vitality of a sector of the Town. Program involves comprehensive site design, architectural standards, landscape architectural coordination, intermodal opportunities, community compatibility and use/development parameters to maximize the benefit of land use in proximity to the airport.

Prepared spatial mapping of response calls using automated data files and Geographic Information System. Performed preliminary analysis to assist district in determining and meeting future needs.

Prepared “Review of Past Water Quality Studies” as a special project to the Village under a grant from the Department of State. The project involved collection and interpretation of available historical documents to assist in understanding water quality dynamics of the Harbor complex. A number of presentations were made to Village Board’s and committees to disseminate information and create a better understanding of the material review and conclusions.

Preparation of the Generic Environmental Impact Statement for the Agricultural Opportunities Subdivision to implement a major recommendation of the Town Comprehensive Plan to protect farmland, rural character and open space. Presented findings to the Town Board at hearings and participated in public review and dissemination of information to assist the Town Board in decision making.

NP&V acts as Village planner and Village Engineer in concert with Nelson & Pope, providing drainage and grading review, landscape plan review, building and pool permit review, retaining wall review, and special consultation on projects, local land use legislation and special projects as needed. Work with Village Attorney, Building Inspector, Clerk and Village Board to enforce laws and requirements of the Village.

Providing services on special planning and land use projects. Preparation of environmental impact statement and park design for environmentally sensitive area. Completion of transactive planning study and recommendations for controversial issue involving mooring of vessels in a north shore harbor. Conducted public meetings for information and input on mooring plan.

Completed study under grant from NYS Department of State, to locate all tidal and non-tidal stormwater discharge points on the south shore of Brookhaven Town from Great South Bay to Moriches Bay. Completed spreadsheet model to analyze contributing area impacts and provided recommendations for best management practice to abate water quality impacts. Provided post processed, Global Positioning System (GPS) coordinates for all tidal discharges located.

Proposed environmental impact statement for Town Board initiated proposal and development of remainder of wooded 40±acre site for public park involving renovation of vacant NYS Armory building.
